Not safe at all, seminal fluid still can and often does come out well before actual ejaculation. That drop or two of precum may well turn you into a daddy. Condoms, always. 5 minutes (if you are lucky) of pleasure you can give yourself just as easily by hand isn-t worth a lifetime of fatherhood if you are not ready for it.
