If this is the case there isn-t anything you can do about it. Medicated creams like Neosporin is a HORRIBLE idea to do as it-s not meant to be used on the genitals and it can cause problems. The only time a penis head is perfectly smooth is when a man has a foreskin to keep it soft and healthy. I have restored my foreskin and I still don-t have a perfectly smooth head. It-s just a side effect of circumcision.

Lotion is also a bad idea since the oil in it clogs pores and blocks even more sensitivity.

I am going to take a stab in the dark here because there is not a lot of information. I was circumcised as a child and over my adult life, the glans rubbed raw and coarse on my clothes. Your penis is not normal, part of it has been removed, so it can never look normal.
On a world wide scale, some 85% of men do not get circumcised, you are in a small minority.

I am sorry to hear about your loss; I hope you grow accustomed to the new look. I am afraid that I agree with altair and ew. In the normal and natural state adult or not the penis has foreskin. The dots where the stitches were should have faded by now they may never. The extra flap of skin means that you were cut loose instead of tight. The little flap is all you have left of your foreskin; you could go back to the doctor and have him redo the procedure, or just live with it. I can not imagine why anyone would want to do this.
