what is a -penis guys-?If you wonder about penis that much at such a young age then believe it ---- it must be good and desirable. As for as hanging is concerned, it is not that big when not erected. It is between 1 and 2 inches or sometimes 3 inches when not erect. Normally, it receives support from underwear and does not jiggle around as you suggested. It is tucked in and remains there. In winter time, it shrinks more due to cold weather. In Summer time, it enlarges little bit, but again, like I said, it remains in place along with the balls. Penis can develop testicular problem if the guy does not wear an underwear because the balls may sag due to gravity just like boobs will sag if a bra is not worn.
When in erect state, a penis will enlarge between 4 to 6 inches. In some cases, may be 7 inches but no more. The men who claim to have 12 inch or 14 inch penis are liars. At puberty some really dramatic changes take place in the size as well as it-s two partners that hang out with it.
