The one thing that you can do, and will almost certainly work, is wait.
At 15, you probably aren-t fully developed yet, and since 80% of adult penises are between 5 and 6.5 inches when fully erect, you-re already in the adult size range.
The chart in the attached link suggests that you-re above average for your age, so don-t worry about it, you-ll end up with a good one.
