As you can see from the chart in the attached link, you-re not far off average for your age.
Some guys start early, and have almost fully developed penises by 15, whereas some guys don-t get started until that age.
If you-ve only just started getting the pubic hairs, then it looks as though you-re still in the early stages, so you-ve got plenty of time to grow.
I was a fairly late starter, just like you, and I ended up with an average sized penis, so don-t worry about it, you-ll get there.

Should grow soon, as most guys get full adult size growth by 14 or 15 well before the rest of the body is grown. Sounds like you started puberty later so figure 15-16 for you. But you may be surprised and get to 5.4 to 6.2 inches (average adult size, over 3/4 of all males) within the year
