Obtain some 280 grit wet and dry paper and using soapy water give it a general rub over to thin the skin. Don-t overdo it especially round the helmet area - just a few minutes a day.

The only way you can make your penis more sensitive is to restore your foreskin (non-surgically). Circumcisoin removes a TON of sensitivity (you seriously won-t understand how much untill you feel it). Lotions are oil based so they clog pores and dampen sensitivity.
