What i want to know is does the penis grow to its maximum size regardless of whether the person is under or over weight but because the person is overweight the penis appears smaller than it would if he was overweight?

The penis only appears to be smaller because of the excess weight. I read an article some time ago that said something along the lines of... For every 15/35lbs a man loses, he gains an inch of penis length. But like I said... It-s not that it grows when you lose weight, it just appears longer due to the lack of fat surrounding it.
