4- in this age is normal as this is the beginning. The size of the penis start increasing from the age of 14 and it can grow longer up to the age of 21, but thickness can be increased in any age even in 70-s.

Yes it is normal, circumcision is good as it prevents many sexual diseases also it prolongs yr sexual intercourse as the tip of penis is sensitive - due to rubbing with the cloths it loses it sensitivity, resulting prolonged sexual pleasure.
