There a skin condition that your born with and usually become noticeable around puberty, they do not go away unfortunately it is a common condition. They do not require any treatment and are completely harmless but there is cream u can get to prevent them from getting any worse from your doctor. Check u do not have them mixed up with pearly penile papules. If u are that concerned see a doctor but dont worry there normal mate. Hope this helps
