There is no set age at which boys enter puberty; in most cases it will be around 11 or 12 years old, but it could be earlier or later--there is no -rule-. Similarly, there is no set age at which puberty ends. For most boys, their penises will have finished growing by the age of around 15 to 16, but some reach their full adult size earlier, and some later, perhaps as late as 18. Some men have reported seeing slight increases in size continuing until they are as old as 20, though this is rare.
At your age, as your body is going through the transition from boy to man, it is common and natural to be curious about these things and to compare yourself with other boys. Do not be worried if other boys appear to have bigger penises than you; this is just a result of the fact that some boys develop earlier and faster than others.
Don-t get hung up on the issue of penis size. Some men are bigger than others; that-s just a fact--penises range quite widely in size. But the overwhelming majority of men fall into a typical range. The Wikipedia page below has some pretty sensible information on the topic.
Also, don-t be fooled by some of the jokers who often answer questions like this. I-d be a rich man if I had a penny for every time I-ve seen some daft little 12 or 13-year-old claiming to have a 20cm penis! ;-)
