It-s probably Fordyce-s spots which is reasonably common in men. Look it up on wikipedia. If it is, it-s harmless and there-s nothing you can do about it.

When we start to develop we get all kinds of bumps and stuff in our genital area. What you-re probably seeing is just hair follicles.
