Your penis can and does erect. The issue is that the foreskin does not retract.

Masturbate gently (without trying to move the skin, but just gently or with lubricant rubbing over it) You can still orgasm, and with time masturbating that way is supposed to be one of the things that helps your foreskin loosen and get so that it can retract.

DO NOT UNDER ANY CIRCUMSTANCES try to force it -- if you do you can cause problems for it.

If you masturbate regularly for a few months, and it hasn-t loosened at all -- ask your GP.
