I am 13 almost 14 years old and i think i was in puberty 1-2 years...My flaccid is 1 3/4 in. and erect is 4 1/2 in.. Is that small for my stage and how big will my penis be in the future?

your penis could be any size in the future, you are bigger than i was at your age and i am now 15 with a 6.5 inch penis so you will be fine.
you might reach 7 inches if you are lucky but the important thing is that you are comfortable with your size and with your body, that is was girls find more attractive than pure length. you will be perfectly normal
