HA! Kinda embarrassing to ask!
Well yeah i have an UN-cut penis, do you think I should go to a doctor and make him cut the top skin off or can I do it myself?

Then, pull it back a bit more and hold it for two minutes. Keep doing this until you run out of time. If it starts to hurt, stop! You do not want to pull too hard as you will create micro tears in the end and these will heal over with non elastic scar tissue.
Do these stretches before you go to sleep and before you get up if you can fit it in. Otherwise, do it every time you shower and you will see results in two weeks and full retraction within 3-4 months.
Alternatively you can go to a doctor and ask for steroid cream that is made specifically to help stretch a tight foreskin. If the doctor is numb enough to even hint at the word circumcision (as some of the less practical respondants to your question have) find a new doctor, or be very firm with them that you do not want to be circumcised.

You don-t need to have any skin removed - you need to streach it.
Do it in a hot bath or shower as the hot water will help soften the skin.
Gently ease a clean finger under the foreskin of your soft penis, and streach the skin - not so much that it hurts.
When you have an erection, just ease the skin back.
Do this daily and you should see results in a few weeks.
Masturbating will also help loosen it.
