There is no way to know because each guy grows at a different pace and different parts grow at different times for different guys, his penis might have grown first and then the rest of his body will follow or his penis is still growing. There is no way of growing it. Exercising it wont do anything, because the penis has no muscle inside of it, but just blood. Thats why when your erect, you can hardly move it.

There is no way you can make it bigger. Sorry. Well there might be if you are circumcised and have a reallly really tight circumcision. Like painfully tight. You are really normal (average). If you have been seeing pictures of other 16 yr old boys with larger penises they are in the minority. Your penis will continue to grow until you are 18 - 21 yrs old.
